On the 30th March, the Welsh Government released the long-awaited final report from the independent evaluation of the Social Services and Wellbeing (Wales) Act 2014.
Carers Wales welcomes the overall narrative of the report, many of the recommendations and the test questions it poses to decision-makers. The report makes it clear that although the intentions of the Act are still widely supported and should positively support unpaid carers and people with care needs, there is a substantial gap between the intent of the Act and the implementation on the ground.
Areas of weakness in implementation include that expectations around well-being outcomes are not widely reflected in practice, a lack of consistency in the application of carer support leading to a postcode lottery and question marks around the implementation and application of assessments. The evaluation finds that carers are feeling disempowered and frustrated as they attempt to navigate the social services system.
The report strongly echoes many of the findings of the Carers Wales’ Track The Act surveys completed between 2016 and 2020 where the same disconnect between the commendable ethos of the Act and implementation was highlighted consistently.
The Welsh Government's commissioned-independent evaluation represents a comprehensive account of the Act’s implementation, informed by years of research and engagement by the evaluation team. It is therefore disappointing that the Welsh Government, on 2nd May, declined a request for a full statement in the Senedd that would have enabled Senedd Members to examine and debate the evaluation’s findings.
Unpaid carers in Wales are under immense strain and need to see their legal rights under the Act delivered effectively and consistently wherever they live. Carers Wales calls for the Welsh Government, regional bodies and local authorities to begin working on devising tangible actions to address the findings of the evaluation without delay. Carers Wales remains eager to work with all interested parties to improve the delivery of the Act.
